Actually, I don't think it's because it's a face. It's because we are not programmed to look at things that are inverted. There are several optical illusions of this type right here on Youtube, one with a dragon, one with a pair of nuts (fasteners, you pervert).
That would seem to suggest that it works on many things beside faces.

@RyanGiggsOBE As interesting it would be to test that idea it would never be allowed to happen due to ethics. This is coming from a psychology student who has just finished a long course on ethics and why we cant do anything fun anymore
