Walking into a meeting of European foreign ministers in Luxembourg, EU External Relations Commissioner Benita Ferrero-Waldner tells journalists that Sunday's speech by Israel's prime minister Benjamin Netanyahu on relations with the Palestinians is a step in the right direction but emphasized that it does not answer all questions.
