I'm from Norway, wich is a country with high taxrate... because of the high tax-rate we get free health insurance, free dentist till age of 20, cheap rooms offer and a wide range of public transport, and the people who dont got money to live for get at least minimum social security og $1500 pr month. This is some examples which is fundamental for a state who lives for wlefare. Its not communistic, its a social community who helps each-other... It works
