I am not sure if it is true that italians prosecute, because how else could Berlusconi have become so rich AND first man of the state WITHOUT corruption?
If there would ever be a serious proof that he bartered with the Mafia then you would have proof that he is involved in high profile crime - the whole fight of Italy against the Mafia would be meaningless if they have sent their "top man" to govern the country, and the deaths of people like Borsellino or Falcone would be even sadder ...

At least the Italians actually prosecute their officials when they break the law. We let ours shoot people in face and not serve even a single day of jail time.
