The owner of the Al Bhed (Rinn I believe) establishment also plays blitz. If you didn't know. it may be later in the game though.

@NoneotherThanTalos No you told us about Ropp. I'm talking about the blonde haired guy next to him. At some point in the game you can recruit him to your team, if not right now.
