THIS IS TOTALLY UNSAFE ACCESS TO THE WELL! THIS CAST IRON CLOSER IS VERY BRITTLE AND CAN BREAK EASILY IF A HEAVY PERSON/ANIMAL STEP ON IT. IT IS ALSO GOOD ACCESS FOR DOWNHEARTED PERSON FOR COMMITTING SUICIDE. I RECOMMEND THAT YOU REDUCE THE HOLE OR JUST CONNECT A PVC PIPE TO THE WELL AND CLOSE IT WITH CEMENT CLOSER.

I'm assuming you asked the residents to keep an eye on the recharge well during the rainy season to note the percolation rate.
