There have been a string of racial injustice claims lately, and the NAACP and Al Sharpton snap to judgement on them. The only way to change them is for the subjects, be they a black Harvard professor or New Haven black firefighters to change their identity from the disenfranchised (very popular word these days) to participating American citizens. Equal rights are afforded each of us, but our behavior most often determines how we are treated. Blacks have no special privileges there.

Neither his neighbor nor the police have a "duty" to know this guy. He has a duty not to be disorderly and abusive toward the police, period.
