It is! It's been a while since I've actually played through the game, but if I recall it's a mini-game than can happen if you ask to be flown back mid-stage.

It's perhaps the most out-of-place sounding track, though, as it's the only track to use the noise channel like this.

It occurs when your "moneymeter's" fifth letter (from right to left) is 7. Then choose to go back and suddenly things happen and Gyro will come.
