now, this isnt the best zerg player ever but, toss is so powerful its not even funny. few zergs manage to take out a good toss, or even a medium one. toss late game is about the best ever. they rofl stomp terran and zerg...

He was just saying it was good against gateway units, which it is. He added in that HT don't really help much against it, but that was just him being weird - like you noted, you almost never see PvZ get templar before the colossi (and certainly not against that build). His main point was just that you aren't likely to beat Roach/Hydra with gateway units.
