Kids are allowed to ride with characters as seen in other videos and the man who walks up to the cup is a Disney World employee as you can see his name tag =P

Most of the time they dont however the give kids the world children can if its part of a magical moment. Its meant to be extra special these days

I got to meet him at the Grand Floridian and just becuase I said Please and Thank-You he shouted really loud 'OOHHHH...A POLITE CHILD' And went really red and got his autograph :D
