A regular joule thief with 1 AA battery who light on a neon with the help of my fingers. The transistor is a 2N3054 and the variable resistor is around 100ohm.
At 0:57min you can better hear the noise of the big coil changing in frequency but he make noise all the time.

    My second toroid that lights a fluoro tube also needs to be touched just like that on all the bigger tubes, but it goes right on with the 4 watt. It has spikes of 394-411volts.

    My really big toroid which can light bigger ones if I add a magnet to one side has 450v spikes.

    My guess is that you only need more turns to raise the voltage and you will be able to light any of the bigger tubes too.
