A Photoshop CS4 tutorial that looks at how to resize a photo for print, and how to resample the pixel dimensions for the web. Works for versions of Photoshop back to Photoshop 7.
Image resolution (dpi/ppi value) makes absolutely no difference to file size, it only concerns printed document size; you could set your image to 1dpi or 48902189401249013dpi, both versions (assuming they are both the same image and both have the same number of pixels present) would be exactly the same size on your hard drive.
The only time you need to concern yourself with dpi/ppi is when you're printing. Also, massive billboard ads are often printed as low as 10 or 20 dpi (maybe even lower).
