If there's only a hot wire and no neutral wire in the switchbox (as is gnerally the case), then you can replace a switch with the power on and nothing will happen.
I've done it.
(Heck, I've seen a handyman where I live replace an outlet--with both hot and neutral wires--with the power on. He was just extremely careful not to touch let them touch each other.

I did it without bothering to turn the power off. It made no difference.
