@TannerBitches Sure. 1) Set the camera to aperture priority [A] and dial it down as low as your lens will go. 2) Put your subject in front of a background where nothing is behind them for at least 10+ feet. 3) Focus on their face 4) Get blur. :-)

This Dude gives some pretty good Reviews. I wanted to get this camera but it seems like too much tech stuff for me to handle since i'm a beginner.

@BrandonCaribStyle98 Here's the nice thing about a beginner DSLR like the D3100: you don't need to know anything technical to start using it. You put it in "green box" mode and just press the shutter release. It has built-in guides that will help you learn how to do certain things, such as getting a blurred background. If you're looking to take a first step into photography, this is a good start.
