Indeed, this scene is when Vito realizes that Fannucci really isn't that powerful. The hoodlums were able to get to Fannucci, and they didn't die because of it. That's weakness.

You'll note in other scenes Fannucci has a big scare on his kneck, he survives this incident...it's in the book.
