To give some context- he's saying that because he's discovered the nature of the mind and life and that knowledge would be dangerous in the wrong hands. Knowledge can be used for good and evil. Example: Nuclear fission.
"PDH" is Pain Drug Hypnosis which is a mind control/brainwashing technique LRH talked about. I think it came from Communist Russia and may have been used in the US, but who knows.
