The LBS Protocol is one of the Three Protocols of the Cartagena Convention which is signed by 20 countries of the Wider Caribbean. The Protocol, which was formally adopted in 1999, addresses the problem of Land-Based Sources of Marine Pollution. By August 2008 the Protocol has been adopted by 5 countries (Trinidad and Tobago, Panama, France, St. Lucia and Belize. However the Protocol can only be enforced when it is adopted by 9 Caribbean countries.
