The ABM system built in central Europa have no effect against the Russian missiles, if they are fired against CONUS. It´s a simple matter of response time and acceleration. It´s even unlikely that they can effect MRBM fired at Europe...

Russia must know this and they want to cry a bit.

NATO can't go farther than putting their bases on the territory of European union for now. After creating the Eurasian commission the USA is not allowed to put their military bases on the territory of Eurasian Union (Russia-Belarus-Kazakhstan(and more in future)).
