unlike american power supply systems we have less current in the uk so that pretty much what we get. recently the lines near where i live where replaced by 4 core twist single like cable. and what was in the video happend outside my bedroom window once. just saw bright flashes for like 15 seconds. i think a pidgeon mis-calculated its flight path. mmm pidgeon pie for dinner...

It's actually 230/400V, I am sure they have all been replaced now!!

My guess is that it is an older installation and no free funds to upgrade and labor costs... Thats why its still like that. Either way, re-tensioning or replacement is in due order.
