If I do 15-20 mins of skipping for 3 days a week, can I rest in between? Say skip for 4 minutes then rest, then go again? Will that still work?

It's definitely gonna be beneficial, no question.
Whether it will be enough to make serious gains is another thing. If you do intervals, say 20s full intensity, 10s low intensity for 4 mins then at first you will definitely see some results.
However after a couple of weeks you would be better off doing 15-20 minutes, 3 days a week to see results.
But try out the 4 minutes a day at first for a couple weeks and let me know the results. I'd be very interested to hear what it did for you.

The stretch marks are probably becoming more prominent because you have lost weight - that's a normal thing.
Definition is definitely possible, you're going to have to just really dial in your nutrition and training for a while. 23% is actually pretty good, you should start seeing definition once you hit the teens. But you're nearly there!

In that case then you definitely DON'T want to push yourself too far too fast.
For my beginning clients, I will often have them just do steady state walking or cycling at the beginning, while they are building up a base of fitness. You don't have to jump into this right away, just work towards it.
The key thing to remember is that it's all relative to you. High intensity for one person could be very low intensity for another. The key thing is just to fluctuate the intensity on your own level
