As we are moving towards a knowledge-based society, securing human resources for key research and development has become a crucial national task for each developed country. Consequently, the moving of professional human resources has become a general phenomenon and it has become necessary to view it as brain circulation that creates a win-win effect through the exchange of different nations instead of brain drain that implies deprival of human resources. This session aims to examine the present state of international moving of professional scientists and engineers as well as search for a nationally cooperative plan that can promote global application of human resources.
