Judge Roger L. Gregory was appointed to a seat on the U.S. Court of Appeals for the Fourth Circuit by President Bill Clinton as a recess appointment on December 2000 and renominated by President George W. Bush and confirmed for a lifetime appointment by the Senate in 2001. He is the first African American to hold a seat on the Fourth Circuit Court of Appeals and the only judge on any U.S. Court of Appeals to be appointed by presidents of different political parties.
