If you want a better timeline use a private company like SpaceX and not the same old contractors that FAILED us with Shuttle using the good-o-boy system. Falcon XX actually lifts more than SLS with out dangerous risky Solid rocket fuel that killed 7 people with Shuttle, wiped out a parking lot with Delta II, and destroyed the last Titan IV heavy. Competition and private industry will innovate space vehicles and a government rocket programs will hinder the US.

They should have use those funds to develop a totally reusable vehicle, like Skylon. I hope the bill gets passed though.
