What part is that clip from 1:18 from? Is it a japanese version only clip or just at the very end? I've almost beat the game and don't recognize it.

You mean the scene where Penelo and Vaan are or the scene where Vaan is running after the "car"? The first scene is in the very last end movie and the other is at the beginning in Rabanastre. =3
