I work at DeButts yard(Norfolk Southern) in Chattanooga TN, and we have a special machine that smooths outm the wheels...but we only do it to the engines...thas why cars do that

it sounds like almost all of the cars have flat spots on their wheels..is that normal?

Yeah, it's pretty common for flat wheels. Some railways are worse than others. None of the wheels on this particular train were bad enough to cause concern though.
