Over 60 recycle Orange Bags are fly tipped by Council employees overnight. A squirrel watches its food supply diminish but not disappear while lengthy recycle Blue Bin pick up takes over ten minutes with considerable noise starting at 0813 on a Sunday morning.

At the very beginning for the first 15 seconds a squirrel can be seen on the large tree trunk outside my window on the left side of the frame. These squirrels see the fly tipped rubbish as a potential food source . It has just been provided with a Saturday night banquet.

I've filmed them rummaging along the top and into these recycle Blue Bins. I've also filmed another vermin, a weasel I think, flying out of one of them when the guy opened its lid. Whatever it was flew right by his ear over his shoulder to scamper away. That was a frightening experience for me filming it: It must have been far worse for him.

This is just the visible, large vermin which provide the reason why this rubbish disposal should be held to standards set by the Council which is not done in this situation as can be seen here. I've condensed this 10:47 activity into five sections reflecting the important and persisting problems which have been occurring for years.

As can be seen at the far end by the kerb as he pushes the recycle Blue Bin toward the kerb, there remains fly tipped rubbish from other sources on the ground which is left there. This has been present for days and sometimes it is left this way for weeks as I have recently photographed and communicated.

Fly tipping from multiple sources occurs with the Council setting an example and the standard for such antisocial behaviour on the weekends on Saturday afternoons and nights.

While the squirrel's potential food source is diminished, it is not entirely removed. From its point of view and all the other vermin seen and unseen down to the very smallest, there was a veritable Saturday night banquet however that now has leftovers still available.

One solution for this problem is to add a couple more recycle Blue Bins to this bank of them along this wall. I have never seen more than two additional ones needed like this to the seven which are already present. The point is that recycling like this is a success and should be continued. However, management should be aware of the problems as they occur and properly address them. This does not occur.

What happens instead is that complaints such as filling the Orange Bags too much get passed along by those who fly tip. They complain thus because they have to carry these bags from the front door of flats to the wagon waiting by the outer front door. When they have too many of these Orange Bags they dump then on the ground, and no one communicates this problem for resolution since it persists and persists.

Fundamental standards set by the Council itself are not maintained in this environment including the solid yellow line parking restrictions which apply 24/7 according to what I've read published by the Council for rubbish disposal and parking. By the way, this is also a considerable noise nuisance early on a Sunday morning which should be abated as well.

Thus, the whole environment is subjected to repeated vermin infestations that cannot be control at great expense which makes those contractors happy because of the time they have to spend eradicating vermin endlessly. The vermin eradication problem starts with the Council and tenant management a prime example of which can be seen here.

When it comes to the Council's own property, Council rules and regulations do not apply. The Council is above them and can do as it likes which has been my experience for years. This is a terrible double standard which grates on everyone causing people to ignore rules and regulations of the most important kind which apply to safety and health. This reflects vermin feeding all night every night at its worst.

The Area Manager sent a letter around a couple years ago before the Christmas holidays as a result of many people complaining about those who put rubbish on the floors throughout the Estate. He urged that people do not do this since it was then Christmas which made the environment appear rundown and bad for everyone especially for friends and visitors during the holidays.

Here is a situation when this occurs most weekends on a Saturday afternoon and Saturday night where the Area Manager is directly responsible, and it persists apparently condoned as acceptable. There are many who visit from the outside on weekends, but he appears to not have any concern about his own responsibilities concerning proper rubbish disposal.

No wonder people continue to dump their rubbish on the floors inside the buildings throughout the Estate. They are just doing what management does not what management says.
