Anyone saying it should have been allowed and it's legal. Its not. The rules state that the keeper is in possession when throwing a ball up to kick away and that any interference is a foul. End of.

The rules state that the keeper kicking the ball after dropping it onto his foot is one motion, hence any 'tackle' between that motion would be considered a foul. However I think that rule was put in place more recently (but not sure) so should of counted then.
Also if this rule wasn't in place the keeper could still kick the ball out easily unless 5 players surrounded him allowing him to throw the ball with 5 the other teams players a bit out of the way.
