The words Toukou-Bi are misinterpreted.
"Kyou wa toukou-bi nanda." (Today is the "Attendance Day".)
The Attendance Day is a day during a long summer vacation when a student's attendance is required at school, usually the day midst of the vacation. Some messaging and checking are made then.
Tomo could not believe the vacation is over. So Chiyo-chan had to make a great effort to let her (and infected Osaka) realize that. But even Yukari sensei wrote the words Toukou-Bi on the blackboard

In fact, this sub is wrong.
Toukoubi（登校日） is not the first day of the school term but the day when students have to go to school despite of summer vacation.
Tomo wishes today were toukoubi because if it were so, then she could play from the next day!
