When I have solder where I don't want it, I either blow it off (which gets solder all over the place) or just scrape it off with tagboard. Both of these methods are done when the solder's melted. I used to use match pads when I used to smoke. Now I use cereal boxes. BTW, if you're salvaging parts from a junk board, its OK to splash solder around.
A rag or even paper towel if you know what you're doing will be good when the soldering iron tip gets dirty. Might be good to have the rag damp.
