This man is the leader of a oil rich state that almost became a nuclear weapon state when he hosted Saddam Husseins nuclear weapons program to hide it from UN. The day after Saddam Hussein was captured in Iraq Gadhaffi gave up the nukes to the americans and the UN who disposed of all components.
