The mouth of the Kern Canyon, taken from the side of the road (CA Highway 178), lets you see the combination of rocky cliffs, river (dam controlled) and dramatic vistas that you encounter as you as you drive Highway 178, the Kern Canyon Road, from Bakersfield to Lake Isabella (this location is actually at the very edge of the Bakersfield city limits).
If you enjoy twists and turns, this is a great option. Over the years, they've widened a few of the turn-out and curbs to make the road a little less dangerous (it's a fairly busy road). This video was taken in Spring (March 15) when, for a few months at most, the area goes from a golden yellow to an inviting green.
The man-made waterfall is the water bypass for the hydro-electric plant upstream and is very strong in this video thanks to the snow melt from the Sierra Nevadas.

The waterfall is the water bypass for the hydro-electric plant just downstream. It has nothing to do with drainage, except for the flume.
