This is a line that is parroted from some Islamic clerics (presumably the ones who aren't calling for Jihad). But peace is also a condition that can be brought about through subjugation, in which unbelievers are brought under the domination of Islam to live meekly as dhimmis. Regrettably, this is the sort of peace that the Qur'an and Hadiths (the Islamic traditions) teach.
