this is the hardest mission by far to get a good technique rating on besides the last mission.

I do this a little differently than you. I start the same with the Infantry and work towards a Neotank, but I bottleneck the little inlet of land where the two cities are. With 10K every turn for cash, I'll get a Neotank in the city furthest from the HQ in the inlet, and flank him with another Neotank, a couple Anti-Airs, a Missile, and a couple Rockets. This allows only a couple to attack at one time, and the few air units that get sent out are destroyed by the Missles. Got me an A rank on it.

I got a B rating for this mission, it's harder to get a better one.
