I know this video is old, but for ease you can embed an XNA game control in a winform. This would be much better for an editor, you can have more tools.
-
Dear uoftcosmik, do you have any tutorials of how to create and display gametime? It would be really helpful if you do, thank you!

A nice software to help you create tiles, is a free program called Tile Studio. You have photoshop, which may suit your needs, but for anyone that doesn't have that, Tile Studio is really nice. It includes a built in level editor. I prefer to make my own level editors, but this allows you to create tiles, make a test level with the editor and see what they look like. If you change a tile, it changes it in the editor automatically (all versions of that tile). Nice work anyhow.

This looks like it was headed somewhere awesome. Have you finished it yet?

Damn missed this vid, your level editor is looking sweet!
I'm hoping to make one for my engine as a side tool, maybe incorporating layers to read/write the maps :)

A level editor is pretty good. Is XNA C# really easier than DarkGDK C++
