it says his part in CREATING the popular torrent site not just downloading or linking a file, the same as the guy from megauploads, has nothing to do with SOPA ACTA, It's a "treaty" that has to be passed by 39 countries and therefore isn't a law YET. He was arrested under current laws as Piracy is illegal and can be prosecuted under current laws.
