February 29, 2008 protest in Osaka
The Dawn Center is an institution dedicated to the promotion of independence and equal opportunity for men and women. With "women" as its key word, the Dawn Center provides extensive information, lectures and such for the purpose of developing and fostering ability and learning, women's counseling, promotion of international exchanges, and implementation of various projects using the many functions of the facility. In addition, there is a hall and meeting rooms that residents of the prefecture can broadly use as places for exchange, learning, culture, creativity and expression.
Last month, the new governor of Osaka, Toru Hashimoto, announced his plan to shut down and sell or privatize 25 public facilities in an attempt to end the prefecture's financial crisis. Except for two libraries, Hashimoto argues that no prefectural facilities merit further public funding. Included among the sites slated for closure is the Dawn Center, which for 14 years has been providing the citizens of Osaka and beyond with a diverse range of programs united behind a single aim: putting equality into practice.

Osaka Prefecture is in financial difficulties.
Considering the purpose of use, the Dawn Center spend too much money.

What is Hashimoto's real reason for closing this center? Does a friend own the land?
