Romney is referring to their government that was put into place; Pakistan's elected president, Asif Ali Zardari - He says "We have agreement with whom we need to in order to have strikes"
He has to approve all pakistan strikes with Obama, however he is as bad the rest of them.
The muslim leader of pakistan is Benazir Bhutto the woman you saw earlier who was talking about the strikes. She supposedly don't give her any real say to USA relations
