if you want less expensive apartments, you should stay in some just outside the city itself, and take the metro in. also, it has MUCH less pollution than most of america's major cities, and those cities don't have millions of tourists disrespecting the beautiful place they visit by littering it, just as they would their own capitol city. as for the traffic jams-- use the metro. it's much faster (especially if you use the RER lines) and it has stops at just about every major monument in paris.
