easy for you to say, but what about all the bikers that won't be able to pass or turned off biking because the test seems to hard, bikers stop being bikers every day, it's the new bikers that keep the biking comunity alive, what if the pass rate for this test was less than the amount of bikers that stop riding every year, that would mean our numbers would fall and in the end there would be very few of us, and we'd be targeted anymore, our relativley cheap travel would be GONE. think about it.
