But French films ARE dubbed or subtitled for English audiences, so why not add sound or caption for Hearing audiences or for deaf people that do not know sign?

Man, if you want people to watch this, add sound. Otherwise don't complain if hearing programs are not captioned.
I say if we ask that all films have CC, we likewise should add sound and CC our own deaf films.
I believe that french films don't need to be dubbed over in english and Deaf films don't need sound.
CC are helpful but not required.
