I think CC is a good idea, but it's a Deaf family and it's a Deaf film. Sound isn't necessary.

So, then by that logic HEARING films is for HEARING people and should not have CC?

I say if we ask that all films have CC, we likewise should add sound and CC our own deaf films.

That may sound like logic for you.
I believe that french films don't need to be dubbed over in english and Deaf films don't need sound.

CC are helpful but not required.

But French films ARE dubbed or subtitled for English audiences, so why not add sound or caption for Hearing audiences or for deaf people that do not know sign?

We may not agree, but deaf filmmakers hurt themselves by limiting their film's exposure.

Hmm . . . no sound on the video. Does this mean the film has no sound?

Surely the producers aren't going to do the reverse no-CC trick? Or are they?
