The Obama-Biden Administration has been consistent with their statements as Senators. Both the Department of Homeland Security and the Environmental Protection Agency have asked for the authority to require chemical plants to use safer alternatives in testimony to Congress. Congress has failed to deliver that authority, but President Obama can act without Congress by implementing authority under the Clean Air Act to prevent chemical disasters. As President Obama warned in the Senate, "We cannot allow chemical industry lobbyists to dictate the terms of this debate."
