If you develop your pieces behind your pawns, then you must advance you pawns far enough up the board to give your minor pieces more scope of the board. Advancing your pawns often leaves holes/weaknesses in your position. Thus, developing your pieces in front of your pawns concedes space, but lessens structural vulnerability.
