RoboCop 2 was supposed to be directed by Tim Hunter who did the controversial 1986 thriller River's Edge starring Keanu Reeves, but apparently when the studio changed the script, he left the project and so Irvin Kershner came in and it became more of a conventional Hollywood action flick.

I felt sorry for Robo when they ambushed him and started cutting him to peices...
In the beginning they always make Robo seem invincible until later on he gets hurt and that sad music plays to make it dramatic, as a kid I cried when Robo got hurt bad.

robo cop 2 was also a good movie. but nothing compared to the original.

It wasn't really frank millers fault, He was forced to write a shitty script by the studio. Ive heard that his original draft was vastly superior.

@xDaNiEldrummerx The problem with Robocop 2 wasn't Kershner (his direction is fine). It was Frank Miller's abysmal script. And after they rewrote the script to make it better, the studio then came in and wanted all the human drama diminished to make Robocop 2 even more of an action picture.
