Ashcroft helped bully it through Congress,telling them that with other attacks imminent,if something happened while they hesitated to enact this legislation,they would be responsible. That they passed this sinister thing it into law with minimal hearings,in some cases not even reading the damned thing or debating its implications in the emotion-filled days following 911 may actually be forgivable.

Ultimately congress is to blame for blindly voting YAY to the Patriot Act which gave the executive branch (Gonzales, Rumsfeld ect) a blank check.
