@translationwiz Conspiracy theorists always presume that governments and espionage is always behaving logical, uncoruptly loyal to authorities, crazy prepared for anything, without any rushed decisions and without any inner competition among the staff. As it is, neither governments nor secret services are anything like that. So yes, it is perfectly normal to do any of those things you consider fishy or strange. Lets see, I dont want the Americans in the war....but i sabotage their shipyards and cities, leave documents on the train then to implicate me, and if that doesnt stop them from coming in the war; i send a telegram to a country that can barely stand on its own 2 legs to get into the fight! Promising of course large tracts of land wayy on the other side of the ocean. And that is supposed to be history? LOL.
