This scene is from the American adaptation of Godzilla, King of the Monsters which adapted the original Japanese Gojira film in english by using the character of American reporter Steve Martin (Raymund Burr) to give an american perspective on a story with very Japanese elements (parallels to the Atomic Bomb droppings, arranged marriages etc). It was pulled off quite well and though weaker then the original film, has many elements that make it a classic in it's own right.
This scene however is problematic... to get Burr's character to Odo Island they needed a scene explaining the reasoning to go there where it looked like Steve Martin belonged, this scene from later in the original Japanese film was chosen. In the English dialog they say they are discussing Odo Island as a site to investigate do to it's proximity to the shipping accidets however the Japanese dialog (again from much later in the film) is about destroying Godzilla, who as yet had not appeared in the English film.
This is a translation of the dialog we hear, in Japanese here as taken from the Gojira DVD.
"this is quite a problem proffessor. if this keeps up,
we'll have to suspend the international ship routes.
have you found a way, is there something we can do to defeat him?"
"So that's it?"
"Proffesor Yamane, let's be honest. If there's a way to defeat godzilla we'd like to know."
"It's impossible, he abosorbed massive ammounts of atomic radiation, but godzilla still survived."

Okay. I know that Dr. Yamane says "Gojira" or "Go-dzi-lla" before he is introduced in the story. It's because the scene is taken from much later in the film & placed too early. Though its possible they could have already heard from Odo island & someone brought up their belief in Godzilla. Yes, I know the translator is not saying what the actors are saying & they are talking about the established threat of the real Godzilla and not Odo. But give the US cut a break. They got everything else right.

With Raymond's narration, the movie was actually pretty scarry. Especially with the build up on seeing Godzilla.
