In November 2006, the US Chemical Safety Board completed a nationwide study to determine the scope of the problem and recommend new safety measures for facilities that handle combustible powders, including steps that Federal OSHA should take. Sadly OSHA and industry mostly ignored these. The recent 2008 Imperial Sugar refinery fire killed 12 workers in Georgia should have been prevented.
