Johnny Utah at last gets Bodhi, but it's too late because Johnny's already felt touched by surfing lifestyle, and realizes there's no way Bodhi can deal with a cage, as well as himself. So Johnny gives up and lets him go to get his last wave, in the name of their freedom...

@filmversusfilm It's because he was touched by the surfer's way, and that feeling is greater than the trouble it takes to become an FBI agent. I agree though, why do all that just to let him go anyways? Maybe he realized it in the end only
