To say "implemented" in this scenario implies that the paper Yoo wrote has a certain action it wants to effect, when it reality it was an investigation into what constitutes torture. The man who asked this question is either a moron or willing to put forth a loaded question. Either way, Yoo wiped the floor with him in a subdued fashion.
