the 'allowable percentage' idea is interesting and maybe more feasible than others, but I'd be concerned over the growth of that amount. Because desired/engineered traits in GM plant crops are dominant traits, any crossbreeding would mean that the presence of those traits would increase with each generation. So while it may start off as a "0.000 percent", it would continue to grow with each new generation and eventually become widespread, maybe to the point where 'clean' crops are non existent.
